Does CleanTrac provide the phone? Who pays for phone service?
Typically, the participant pays for the phone and service and the paying customer (health care, criminal justice system, recovery group) pays for the app usage.
For criminal justice, just as the defendant pays for the ankle bracelet monitoring or breathalyzers, the court system may pass costs along to the participant, The court often reimburses defendants who are in compliance, as they do for EMS or breathalyzers.
How do you get participants to use CleanTrac?
For criminal justice, CleanTrac is court ordered by the judge, just as drug tests are. If defendants do not comply, the Case Manager or Judge can enforce consequences.
For recovery, the provider may require the app as part of program participation. In addition, rewards and gamification encourage usage. After participants use the app, they tend to see the benefit of a “virtual compliance plan assistant”.
Case managers may text requests for participants to check off tasks to non-compliant participants.
What if the participant turns off location tracking (for GPS app version)?
A message is sent to the case manager, if the participant turns off location tracking. The Case Manager can discuss the action with the participant and determine next steps. The system will push messages to clients’ phones instructing them to turn on location settings.
What if the participant gives someone else his or her phone or leaves it at home?
The case manager can request on demand photo evidence for those who are at risk for attempting to trick the system. In addition, GPS tracking will show phones in the same location for long periods of time.
What happens when participants are non-compliant?
The case manager or judge will decide consequences, if any. For criminal justice, it is possible that their fees will not be reimbursed or they may be moved to more significant monitoring, such as ankle monitoring. For non-judicial clients, participation tends to be more voluntary.
How do you ensure defendants take their medication?
CleanTrac is a soft monitoring system. However, on demand pill counts and videos of participants taking meds are available in the software.
What types of phones work for the system?
Any smart phone android version 4 or newer and iphone 4 or newer will work.
What is the time commitment? How much work is it to get set up?
